Hector Vizcarra has over 35 years of experience in the construction industry. He started his career in 1970’s building new custom homes. In 1992 Mr. Vizcarra founded VCD CORP a general contracting and builder. VCD CORP has participated in many civic housing renovation and restoration programs. Through these programs VCD CORP has rebuilt or renovated many homes, and has become an expert in dealing with City, FEMA, FHA and HUD / CDBG personnel, guidelines and entitlements. He is a licensed general contractor and real estate broker.
In 1992 Mr. Vizcarra was invited to join a team of five directors in the development and construction of a 42 acre commercial building site featuring a 100,000 square foot arena, a 16,000 square foot warehouse, and three 800 square foot apartments located in Mira Loma California. The development of the project included building and improving public streets, sewer, water, gas, electric, and storm drains. In addition to managing construction, he was active in the subdivision process, and the creation of CCR’s for this development.
In 1997 and later in 2009 Mr. Vizcarra partnered with various Southern California municipalities to implement their Neighborhood Stabilization Programs (NSP). This included obtaining, structuring and combining government and private financing for single family home rehabilitation. These funds were used to acquire vacant and damaged homes, develop or rehabilitate them, then resell them to qualified owner occupants.
Mr. Vizcarra engaged in the reconstruction of homes that were damaged by the “Old Fire” in San Bernardino County, as well as new in-fill residential housing in the Inland Empire. Mr. Vizcarra possesses decades of experience related to real estate development, new construction, building restoration, land entitlement, permitting, real estate acquisition, take out financing, and construction management.
